If a child has complete head control, a forward-slumping head will not cause any harm. While this may look uncomfortable to us adults, children are very flexible. Their skeletal, muscular tissue is not developed like ours; therefore, they can be comfortable in many positions. If their head is slumped forward before a crash occurs, there is no evidence that this is a safety concern.
