As long as a child has complete head control, a forward-slumping head will not cause any harm. While this may look uncomfortable to us adults, children are very flexible. Their skeletal, muscular tissue is not developed like ours, and therefore they can be comfortable in many positions. If their head is slumped forward before a crash occurs, there is no evidence that this is a safety concern.
